Implementation and Equity Specialist -- Minnesota Housing

Minnesota Housing is hiring! We’re a mission-focused housing agency looking for an Implementation and Equity Specialist to serve as an important leader for the Minnesota Interagency Council on Homelessness (“the Council”). The Council and its member agencies implement Heading Home Together: Minnesota’s Action Plan to Prevent and End Homelessness. The Implementation Specialist monitors the Council’s progress implementing the Action Plan, coordinates a variety of interagency activities and initiatives, drives the Council’s work on equity, and connects the Council’s work with other stakeholders, partners, and initiatives.

Essential Job Duties

·         Manage and monitor the implementation of the Heading Home Together plan, and provide guidance and support to Council agencies on implementation when needed.

·         Advise the Deputy Director and the Assistant Commissioner of the Council on progress implementing Heading Home Together and inform and support broader, multi-sector implementation efforts.

·         Engage and convene numerous stakeholder groups and constituencies on plan implementation, including Council agency staff and senior leaders, Continuum of Care coordinators, representatives of Tribal Nations, service providers, community leaders and other stakeholders.

·         Engage with other State interagency bodies to achieve common goals and leverage resources, such as the Olmstead Implementation Office and the Children's Cabinet.

·         Support the Council’s meeting process, including helping to design meetings that maximize the

impact and value of the Council’s discussions and decisions, preparing briefing materials and other meeting materials and supporting effective meeting facilitation.

·         Communicate with internal and external partners on the progress and work of the Plan.

·         Develop, manage, and implement strategic projects and initiatives that advance the Heading Home Together plan in partnership with key stakeholders across Minnesota.

Minimum Qualifications

·         A Bachelor’s degree in project management, social policy, social work, or a related field and at least four years of additional experience in role(s) that demonstrate success with all of the following:

o   As team lead or project manager leading multiple complex projects, coordinating activities and motivating others to achieve goals;

o   In a leadership, communication, or liaison role working with diverse stakeholders and developing consensus on complex projects;

o   Managing change efforts in resource-constrained environments; and

o   Preparing and presenting information to leadership and stakeholders to illuminate complex issues, guide decision-making, and/or inform policy discussions.

·         Or 5 years of experience in each of the above referenced areas.

·         An understanding of housing, homelessness, inequity, and social issues related to homelessness, demonstrated through direct experience, professional work, or volunteer roles.

·         Excellent verbal and written communication skills, demonstrated with a policy-oriented writing sample primarily authored by the applicant which presents a recommendation to decision-makers on a complex issue that is clear, attentive to important details, and actionable.

·         Proven attention to detail, demonstrated by successful approaches to establishing shared accountability or project management among a range of partners, entities, or staff, and/or through effective management and use of complex data sets and information.

·         Strong relationship skills, demonstrated by successful experience leading challenging projects through influence and partnership rather than direct authority or by successfully engaging and recruiting a diverse group of partners to a collective effort.

·         Adaptability and strong change management skills, demonstrated by managing groups or teams

through complex or difficult change processes and/or operating in high-visibility or highly dynamic environments and roles.

·         An ethic and orientation that recognizes the value and dignity of each person, and strives to create conditions and systems that support every person in achieving their full potential.

Preferred Qualifications

·         Strong understanding of homelessness, including the dynamics that lead to homelessness and proven solutions to end homelessness.

·         Prior success and strong interest in working in high-visibility, impactful roles in complex, dynamic, and collaborative environments.

·         Experience leading equity work and results-based planning.

·         Demonstrated success engaging, supporting, and partnering communities disproportionately impacted by homelessness, especially communities of color, LGBTQ communities, and people with disabilities.

·         Lived experience of poverty and/or housing instability.

Annual Salary Range

$62,306 - $92,394

Interim Executive Director -- Otter Tail County HRA

The Otter Tail County Housing and Redevelopment Authority is seeking proposals from qualified individuals interested in entering into a contract with the Otter Tail County Housing and Redevelopment Authority to provide services as an Interim Executive Director for a period of up to one year. 

The Otter Tail County HRA’s mission is to provide safe, decent, and affordable housing opportunities to individuals and families as they strive to achieve self-sufficiency and improve the quality of their lives. Presently that includes the following programs and services: management of the Housing Choice Voucher Program and 13 scattered public housing units, implementation of Small Cities Development Grants and administration of various rehabilitation and down payment assistance resources. Currently these programs and services are managed through an administrative contract with the Fergus Falls Housing and Redevelopment Authority. The Otter Tail County HRA has no direct staff.


  • Minimum 10 years of HRA leadership experience and familiarity with housing guidelines, policies and financial management

  • Strong interpersonal skills and the ability to develop trusting relationships with both the Otter Tail County HRA Board of Directors and Fergus Falls HRA Executive Director and staff

  • Willingness to objectively evaluate the existing Otter Tail County HRA organizational structure, administrative practices, programs and services

  • Ability to assist the Board in developing long-range strategic goals for the organization and recommendations for implementation

Scope of Services:

  • Oversee day-to-day operations of the Otter Tail County HRA 

  • Analyze the Otter Tail County HRA’s current financial position and accounting procedures; make recommendations for procedure and reporting improvements to the Board; implement recommendations approved by the Board

  • Evaluate past and existing programs for efficiency and effectiveness 

  • Determine alignment of programs with current Board priorities as well as with the Otter Tail County Long Range Strategic Plan currently under development

  • Provide recommendations to the Board for future programming and services along with an implementation plan including funding sources 

  • Build and maintain relationships with Fergus Falls HRA executive director and staff, partner agencies, community stakeholders and Board

  • Carry out the directives, goals, and vision set forth by the Otter Tail County HRA Board of Directors

Public Housing Finance & Operations Specialist -- South St. Paul

The City of South St. Paul is seeking applicants for the position of Public Housing Finance & Operations Specialist. This is a full-time position that falls within the AFSCME union. Current wage range is $25.96 to $34.16 hourly.

Housing Rehab Specialist -- Brainerd HRA

Brainerd HRA is seeking a qualified candidate for a full-time Housing Rehab Specialist. This

position will assist in administering and maintaining the Housing Trust Fund and HRA loan

programs such as the MHFA Rehab Loans, GMHF, FHLB and SCDP Deferred Loan Programs.

Conduct client and applicant interviews and income verifications to determine eligibility, process

applications in accordance with program regulations, develop, maintain program waiting lists,

create and maintain client files and provide general administrative support.

Communications and Engagement Associate -- Minnesota Housing Partnership



MHP seeks a Communications and Engagement Associate. The Communications and Engagement

Associate is responsible for supporting activities that advance the work of MHP’s Policy,

Communications, and Capacity departments. Managed by the Director of Strategic Initiatives & Policy, a

primary focus of this position will be working Campaign Support, Community Organizing, and

Communications Support.


The position will maintain MHP’s database and engage with existing and new stakeholders, building

relationships with communities in Greater Minnesota in ways that connect to and inform MHP policy

and capacity efforts. The Communications and Engagement Associate will write case studies, and

advance online education and outreach, including social media and webinars. Finally, they will create

content for MHP’s website and social media.


The Communications and Engagement Associate is also the primary liaison between the

Communications and Research and Policy teams, tracking policy developments at the local, state, and

federal levels for regular newsletters; coordinating authors and producing written content for advocacy

materials such as letters to the editor; and providing event support for rallies, forums, workshops, and

other MHP public events.


The Communications and Engagement Associate plays an active role in advancing the Equity Strategic

Action Plan for both the Communications & Research and Policy departments.




Campaign Support (40% of time)

  • Work with policy staff to collect stories, testimony and real-world examples that advance MHP

policy efforts

  • Maintain and update MHP’s database to ensure accurate, up-to-date contacts, and generate

reports, audience segmenting, and stakeholder groupings

  • Assist with social media and policy collateral, including during the state legislative session
  • Provide event management and support for rallies, workshops, forums, and other events


Communications Support (30% of time)

  • Write blogs and online content to translate and promote MHP efforts for all MHP audiences,

including Capacity stakeholders, Investors Council and through MHP Connect and social media


  • Produce regular newsletters highlighting MHP’s work and sharing important information around

housing and community development, events, and more

  • Update MHP’s website and social media
  • Contribute interviews, research and writing for HUD products and case studies funded under

federal contracts


Community Organizer (30% time)

  • Plan and implement trainings on affordable housing and advocacy topics
  • Support research for campaign development
  • Support MHP participation in coalitions and campaigns
  • Develop and cultivate support from organizations outside the affordable housing sector



  • Play an active role in implementing Equity Strategic Action Plans for the Communications and

Research and Policy departments.

Manufactured Housing Program Manager -- Minnesota Housing

Summary of Position

Minnesota Housing is hiring! We’re a mission-focused financial institution looking for an experienced Manufactured Housing Program Manager to be the Agency’s expert on manufactured housing.


The Manufactured Housing Program Manager will develop and implement manufactured housing programs, manage the delivery of agency funding for park infrastructure and acquisition, as well as coordinate other agency programs that finance manufactured home parks and home owners.  The Manager will identify barriers and potential solutions to preserving existing parks, building new communities and better serving residents, and engage stakeholder commitment.


Essential Job Duties

·         Manage the Manufactured Home Redevelopment program, including coordinating with program staff, Agency leadership, risk management, research, and Agency legal staff.  This includes leading the Request for Proposal process and executing contracts.

·         Manage the Manufactured Housing Relocation Trust fund program, working with other agency staff and stakeholders.

·         Engage and convene both external and internal stakeholder meetings regarding manufactured housing policy and financing.  Engagement will include residents, park owners, manufacturers, cities, counties and other governmental agencies.

·         Identify barriers and potential solutions to preserving existing parks, building new communities and better serving homeowners

·         Serve as the primary point of contact for all manufactured housing inquiries and funding applications.

·         Serve as subject matter expert on manufactured housing by following research, trends and activities at the state and national level.


Minimum Qualifications

·         Bachelor’s degree in business administration, finance, accounting, housing, real estate, community development/planning, or a related field and 3 years of housing program management experience.  Or no degree and 4 years of housing program management experience.

·         A minimum of one year of experience in implementing program oversight, monitoring and/or compliance.

·         Knowledge of requests for proposals (RFP) process and experience working with requests for proposals.

·         Strong critical thinking, reporting and analytical skills.

·         Excellent written and verbal communications skills.


Preferred Qualifications

  • Master’s in public policy, public administration, business administration, or a related field.
  • Manufactured Housing industry experience.
  • Mortgage loan underwriting experience.
  • Experience successfully developing and implementing program monitoring procedures.
