Salary Range: $85,000 to $105,000

Nestled in the heart of the Lakes Country is the City of Brainerd, Minnesota. Brainerd is one of the largest cities in central Minnesota and is home to 13,732 residents who enjoy all this City has to offer. 

Qualifications for the position include a bachelor’s degree in business, real estate, public administration, or related field, and demonstrated experience in housing management, community development, public administration or a closely related field. Possess the National Development Council (NDC) Housing Development Finance Professional (HDFP) Certification within four years of employment.  Desired qualifications include Public Housing Manager (PHM) Certification and Housing Choice Voucher (HCV) Specialist Certification.

The City of South St. Paul is seeking applicants for the position of Housing Programs Administrator. The position will be part of the Supervisory Association. The 2020 salary range for this position is $36.35 - $47.83 per hour.

Summary of Position:

The Housing Programs Administrator will perform a variety of complex and financial administrative tasks in support of the Department of Economic and Community Development. Under general direction, plans, organizes and administers Housing Programs in the City of South St. Paul including HUD Public Housing, Community Development Block Grants (CDBG) through the Dakota County Community Development Agency (CDA), programs supporting the provision of attainable and affordable housing, and the City’s various grant-funded initiatives through partnership with Federal, State, County, and Regional providers. Performs other related duties as required or as apparent.

Minimum Requirements:

  • Bachelor’s degree in public, nonprofit or business administration, real estate and/or property management, urban studies, economics, or related field

  • Five (5) years of experience in federal grant management, rental property management, contract administration, nonprofits, housing, community development, planning, economic development or related field with specific experience in housing programs

  • Two (2) years of experience in a Public Housing Agency or Housing & Redevelopment Authority and demonstrated knowledge of HUD regulations regarding Public Housing, project and budget management

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work

  • Valid driver’s license and good driving record

Desired EDucation/Skills:

  • Master’s degree in public or nonprofit administration, or real estate or property management

Occupancy Specialist -- St. Cloud HRA

The St. Cloud HRA will be interviewing candidates for an Occupancy Specialist. This position is

responsible for conducting client and applicant interviews and for collecting, verifying and

processing information to determine eligibility for housing assistance. This position will also

monitor cases for disputes, potential fraud and program violations. Applicants must be capable of

working with a diverse population, have strong computer skills and be detail oriented. A

background in tenant/landlord law & housing experience is preferred. Starting salary $20.42 per

hour plus benefits.


Minimum requirements: Two years secondary education plus 2 years of job-related experience or

equivalent combination.
